Policy Positions

Health Care

  • Against the Affordable Care Act; filed lawsuit challenging the Transitional Reinsurance Program fee as unconstitutional when applied to state and local governments

Civil Rights

  • Against abortion rights; signed Ohio 'Heartbeat Bill' prohibiting abortion after fetal heartbeat detection with no exceptions for rape or incest, supported Unborn Victims of Violence Act and Partial Birth Abortion Ban Act, required fetal remains from surgical abortions to be cremated or buried
  • Against same-sex marriage; voted for Defense of Marriage Act, sponsored Federal Marriage Amendment to ban same-sex marriage, argued in Supreme Court in favor of same-sex marriage bans in Obergefell v. Hodges case
  • Against gender-affirming care for minors; initially vetoed then signed executive order restricting gender-affirming surgery for youth, supported legislation banning transgender students from using restrooms that don't match assigned birth gender

Voting Rights & Democracy

  • For gerrymandered redistricting maps; signed redistricting map giving Republicans advantage in 12 out of 15 districts despite earlier pledge to support bipartisan redistricting process
